Jejomar Binay: Corruption in Makati, Preview of Malacanang in 2016?

Vice President Jejomar Binay can be impeached only for acts done while he is the country’s second highest official and not for acts committed while he was mayor of Makati City, legal luminaries said on July 13.
Former Law School Dean Tranquil Salvador said: “I do not think the overpricing charges can be used to impeach Binay as vice president. It should be grounds arising out of or in connection with his present office.”
For his part, Vicente Joyas, former president of the Integrated Bar of the Philippines, said the charges connected to the supposed overpricing of several government buildings in Makati City “does not even fall under the grounds for impeachment.”
“The grounds for impeachment are betrayal of public trust, culpable violation of the Constitution, among others, and that overpricing charge is not betrayal of public trust because he was re-elected several times and his re-election and election of his son, daughters and wife negated whatever betrayal may be alluded to,” Joyas said.

Mabuhay 2000 Enterprises Inc. was identified by Commission on Audit (COA) Commissioner Heidi Mendoza during the previous hearing as the supplier of the overpriced hospital beds for the Ospital ng Makati (OsMak) back in 2001 and 2002.
The purchase of the allegedly overpriced medical equipment for OsMak happened under the leadership of Binay's wife, former Makati Mayor Elenita Binay.
Q. What is the Binay "Boy Scouts Property" Scandal?
A.  Vice President Jejomar Binay’s kickbacks from a land deal in Makati City could reach up to P651 million, former Vice Mayor Ernesto Mercado claimed Wednesday at the Senate hearing on alleged anomalies in Makati City.
In his testimony, Mercado said the Vice President could have gotten P651 million from the deal which entailed the development of a prime property in Makati City.
Mercado has alleged that Binay’s kickbacks were coursed through Noble Care Management Corp., a company owned by Alphaland President Mario Oreta.
Q. What is the "Makati Cake Scandal"?
A. Contrary to their earlier public denials, Sen. Nancy Binay, Rep. Abigail Binay and their brother, Mayor Jejomar Erwin “Junjun” Binay Jr., appeared as directors of a company engaged in the food business that supplied birthday cakes to senior citizens in Makati City.
According to the Anti-Money Laundering Council (AMLC) report to the Court of Appeals in its petition to freeze the assets of Vice President Jejomar Binay, his family and suspected dummies, Millennium Food Chains Corp. was founded by the Binay children in 1997, along with Erlinda and Kim Chong, Lilia Chavez and Angelico Salud.
Nancy's reply: "No. I don't supply that (cakes). First of all, I don't bake. "

Q. Who is Gerry Limlingan?

Who is Gerry Limlingan, the person whose name has surfaced several times in Senate hearings on alleged irregularities involving Vice President Jejomar Binay?   Limlingan had been tagged by former Makati Vice Mayor Ernesto Mercado as a supposed bagman of Binay when he was still Makati City mayor. Mercado had claimed during Senate hearings that Limlingan acted as a supposed dummy of Binay in businesses and properties not declared in Binay's Statements of Assets and Liabilities.   These allegedly include Agri-Fortuna Inc., the company that bought Binay's piggery business in Rosario, Batangas.
