It is often a fool's errand to predict turning points in the more erratic Asian economies. Nowhere is that truer than the Philippines, whose greatest consistency seems to be disappointing the optimists.
With Europe sliding, America limping, Japan shrinking and the once-unstoppable China slowing, it's anyone's guess where the Philippines might be in three years. At the risk of looking foolish in, say, 2015, I think it will be in a far better place than it has been in a decade.

My faith rests on four things that Benigno Aquino has done since assuming the presidency in June 2010. These were moves that mark a keen understanding of what ails Asia's 12th-biggest economy and flashes of courage that were absent in his three predecessors.
The road to hell is paved with good intentions

The Supreme Court, with a vote of 13-1-0, declared as unconstitutional President Benigno Aquino III’s Disbursement Acceleration Program (DAP).
In its ruling penned by Associate Justice Lucas Bersamin, the high court declared as unconstitutional the National Budget Circular 541 and other related issuances related to DAP or Aquino’s pork barrel.
With the Budget Circular 541, the Department of Budget and Management (DBM) is allowed to withdraw “unobligated allotments of agencies with low levels of obligations as of June 20, 2012, both for continuing and current allotments.”

The circular also allows “withdrawn allotments” to be used to “augment existing programs and projects of any agency [emphasis by DBM] and to fund priority programs and projects not considered in the 2012 budget but expected to be started or implemented during the current year,” Abad wrote department heads, including budget and accounting officers. Tit for Tat?
The success of the tit-for-tat (TFT) strategy, which is largely cooperative despite that its name emphasizes an adversarial nature, was demonstrated in the Corona Impeachment trial.

The SERENO COURT
The Supreme Court Court,voting unanimously, declared as unconstitutional the Disbursement Acceleration Program (DAP) that his administration implemented as part of good governance reforms.
President Aquino may have lost a major legal battle but this restored the stature of SC as a highly independent body. P-Noy has four appointees at the SC led no less by Chief Justice Ma. Lourdes Sereno and associate justices Bienvenido Reyes, Estela Perlas-Bernabe, and Marvic Leonen.
